The draft HIV Counseling and Testing (HCT) Implementers' Manual on HIV and other sexually-transmitted infections (STI) which PRIMEX prepared under a UNICEF funding was presented for review and feedback by DOH, UNICEF, and other health stakeholders at a forum held on 23 February 2009 at the Richmonde Hotel.
This HCT Implementer’s Manual aims to be the generic guide to HCT providers on how to set up and manage a voluntary counseling facility that is appropriate to their intended target audience. It has the potential to be a powerful tool for reducing risky behaviors and has served as key entry point to care and support services, making it an integral component of all HIV programs. It is intended for use by managers and personnel of HIV clinics, testing laboratories, and all facilities providing HIV testing and counselling.
The validation workshop was attended by Dr. Gerard Belimac, Program Manager of DOH-National AIDS/STD Prevention and Control Program (NASPCP), and Ms. Gudrun Nadoll, HIV and AIDS Specialist of UNICEF Philippines.
The draft document was presented by Dr. Jose Narciso M. Sescon, PRIMEX HIV/AIDS Specialist and Manual Writer, supported by PRIMEX in-house technical staff led by Dr. Florante P. Magboo, Senior Health Specialist, who also serves as Project Coordinator.
In 2006, UNICEF supported the Philippine Government to adapt the generic VCT training manual to the Philippine context, and several rounds of training have been implemented. However, low awareness among most-at-risk individuals on HIV risks, testing, care and support, and treatment remains, as does the limited capacity and level of skills observed among health care providers to provide HIV counseling and testing services.
