Team Leader Dr Robert Bernstein of the Asian Development Bank (ADB)-funded RETA 6305 project has joined other health experts from the Asia-Pacific region in exploring possible actions that the World Health Organization (WHO) and its member countries can undertake to prepare for the full implementation of the latest set of International Health Regulations (IHR 2005).
Bernstein attended a three-day workshop on IHR 2005 implementation organized by the WHO-South East Asian Regional Office (SEARO) last April 23-25 in Maldives. He was joined by Dr. Teong Wah Lim, Deputy Team Leader for the Malaysia sub-component of the ADB project.
Appointed as rapporteur for one of the country groups in the workshop, Bernstein presented the
summary of needs & proposed actions that member countries and WHO must address and implement in order to prepare for IHR implementation. These included the review/updating and development of enabling legislations by member countries; core capacity development- training and system support particularly for the Field Epidemiology Training Programs (FETP) concept; facilitation of international, interregional and sub-national coordination & collaboration; development and assistance on field-test guidelines/tools; mobilization of needed resources, esp. PPPs; support for research and development on diagnostics, innovative Surveillance & I-CTechnologies for EWARS, and inter-sectoral approaches to the “Response” phase of ESR, incl. NPAs.
IHR-2005 is the most recent revision of the International Health Regulations which was unanimously adopted on 23 May 2005 by the World Health Assembly scheduled to enter into force in June 2007 for all member states. Its broadened purpose and scope are to "prevent, protect against, control and provide a public health response to the international spread of disease and which avoid unnecessary interference with international traffic and trade."
