Malaysia’s Ministry of Health (MOH) has identified the establishment of an integrated laboratory-based surveillance system across the country as a key strategy to strengthen its epidemiological surveillance and response (ESR) capabilities.
The move was a result of the assessment of the conditions of nine hospitals and institutional laboratories in Malaysia since March 2007, which was conducted by the PRIMEX Information Technology (IT) Specialist under the Asian Development Bank (ADB)-funded regional technical assistance project for Strengthening Epidemiological Surveillance and Response (ESR) for Communicable Diseases in Indonesia, Malaysia, and the Philippines (TA No. 6305 – REG).
IT Specialist Jay Payuyo, accompanied by MOH staff and the Deputy Team Leader for Malaysia, Dr. Teong Wah Lim, performed two rounds of assessment covering the nine laboratories in March - April 2007. The assessment aimed to (i) evaluate the feasibility of establishing the integrated laboratory-based information system proposed by MOH under the Project, (ii) determine how to standardize the Laboratory Information System (LIS) for data synchronization, and (iii) determine the approach and strategy for integrating different laboratory information systems.
The assessment revealed that some hospitals have stand-alone data collection systems while some have none at all. The systems used in the respective facilities were also found to be incompatible with each other and “were incomparable as they have different variables.”
According to MOH officials, the findings warranted the move to look into the “possibilities of embarking on a laboratory-based surveillance system by extracting relevant data from the existing systems and capturing relevant data from a new integrated laboratory-based information system to be developed, starting with the systems module for microbiology.”
MOH’s proposal was further fine-tuned at a Technical Meeting on the Establishment of the LIS for Malaysia last 2-4 July 2007. At the meeting, extensive discussions were held on the objectives, features, and requirements of the system and consensus was reached on the LIS design and reporting format as well as action plan and implementation schedule.
