A series of meetings to review the status of the ADB-funded RETA 6321, Subproject 5 (Strengthening Country Response to HIV/AIDS among High-risk Groups) was conducted by ADB with DOH, other key stakeholders, and the PRIMEX Consultant Team during the ADB’s midterm review of the Project from 2-5 June 2008.

The MTR was held to review project implementation progress, assess the need to reformulate any component, and prepare and agree on a timebound action plan for the remainder of the Project, which is scheduled for completion on 31 December 2008.

The Project, which started in June 2007, is providing technical assistance to the DOH, local government units (LGUs), and NGOs in strengthening the country response to HIV/AIDS, specifically for two groups considered vulnerable, viz., injecting drug users (IDUs) and overseas Filipino workers (OFWs).

The ADB Mission concluded that the implementation of the first phase has been highly satisfactory, and cited the completion of the two major situation analysis reports (SARs), one for the IDU Component and another for the OFW Component, as important milestones in developing pilot interventions for HIV/AIDS prevention in the country.

The SAR for Component, which deals with IDUs, is the first ever comprehensive and in-depth review and assessment of the HIV and illegal drug problem in the Philippines. The Component 2 SAR is a compilation of five major studies involving the relationship of the HIV problem and seafarers and their spouses.

Subproject 5 is being implemented by PRIMEX in association with ACHIEVE Inc. and Remedios AIDS Foundation.
