PRIMEX Vice President Mr. Guillermo L. Morales has assumed a higher management post after being appointed Executive Vice President effective 1 February 2011.

Mr. MoralesAs Executive Vice President, Mr. Morales is expected to assist the PRIMEX President and CEO in the overall supervision and coordination of all operational matters, particularly those relating to project administration/management and monitoring; provide technical and support services to ongoing projects and together with the other officers; ensure the adequate and appropriate staffing of projects with experts and technical and support personnel; and undertake technical consulting assignments when needed.

Mr. Morales, who joined PRIMEX as a consultant in 1999, has two decades of experience in government service and in managing coastal resource management (CRM) projects in the Philippines and Indonesia. His latest consulting engagement was as Rural Development and Finance Specialist/Team Leader for the Japan Fund for Poverty Reduction (JFPR)-funded Developing Sustainable Livelihoods in Coastal Fishing Communities in Coastal Fishing Communities in the Coral Triangle for Indonesia and the Philippines from May to August 2010.

He has managed several ADB-financed fisheries and coastal resource management (CRM) projects in the Philippines and Indonesia. He was Project Management Specialist/Team Leader for two ADB loan-funded projects in Indonesia (COREMAP-II, 2005–2011; COFISH, 1999–2005) and Institutional Development Specialist/Deputy Team Leader for the ADB/JBIC loan-funded Fisheries Resource Management Project (FRMP) from April 1999 to December 2006. He also played a key role in the organization of the World Ocean Conference (WOC) hosted by the Government of Indonesia in Manado, Indonesia in May 2009.

Mr. Morales’ 18 years of government service in the Philippine fisheries sector culminated with his appointment as the youngest Director of the Bureau of Fisheries and Aquatic Resources (BFAR) in March 1992. Prior to that, he served as Project Director of the ADB loan-funded Fisheries Sector Program from August 1989 – February 1992 and Project Manager of the ADB loan-funded Northern Palawan Fisheries Development Project from October 1983 – July 1989.
