PRIMEX has been engaged by the World Bank (WB)-Philippines office to verify the performance of the Mindanao component of the Health Sector Reform Project (HSRP) in 13 provinces and two cities in the Autonomous Region in Muslim Mindanao (ARMM) and Regions X, XI, and XII.
The assignment involve s the conduct of field verification and validation of the accuracy of the reported performance and/or data of the participating local government units (LGUs) with respect to their deliverables in the service level agreements (SLA), their planned inputs in their annual operational plans (AOPs) and provincial or regional investment plans for health (IPHs). It also involves the verification of the procurement and financial management performance of the LGUs in the project sites.
The PRIMEX Team is composed of three core consultants – Dr. Florante (Sonny) Magboo, Team Leader/Public Health and M&E Specialist; Mr. Conrado Espinar, Financial Management Specialist; and Ms. Daisy T. Lopez-Zita, Procurement Specialist – supported by three Regional Coordinators (RCs) responsible for the supervision of field activities in three clusters of LGUs in Mindanao.
A Project Scoping Workshop (PSW) was held at the Richmonde Hotel in Pasig City, Philippines on 14 June 2011 as the first key activity of the project, with participants from WB, the Department of Health (DOH), and the Consultant Team. The workshop succeeded in (i) helping the consultants attain a clear understanding of the goals, objectives, strategies, and expected outputs of the assignment; (ii) defining the criteria for the selection of sample sites and agree on the sites to be covered in the assessment and verification (A&V) work; and (iii) preparing the work plan, including field visits and organization of the local audit teams, for incorporation in the Consultant’s Inception Report, which was submitted to WB and DOH in the last week of June.
