ADB has engaged the services of PRIMEX to provide technical advice and support to the National Organizing Committee of the Government of Indonesia (GOI), chaired by the Minister of Marine Affairs and Fisheries (MMAF), in the planning and organization of the World Oceans Conference (WOC) and the Coral Triangle Initiative (CTI) Summit to be held in Manado, North Sulawesi from 11-15 May 2009.
Funding for the TAT is being provided through the ADB Regional Technical Assistance for Strengthening Sound Environmental Management in the Brunei Darussalam, Indonesia, Malaysia, and the Philippines East ASEAN Growth Area (RETA 6446) managed by Ms. Marilou Drilon, Natural Resource Economist of ADB’s Southeast Asia Regional Department (SERD).
The Technical Assistance Team (TAT) is composed of PRIMEX Senior Consultant, Guillermo L. Morales, as WOC-ADB Program Coordinator; PRIMEX President and CEO, Elvira C. Ablaza as, Marine and Coastal Resource Management (MCRM) Specialist; Lydia Napitupulu, PRIMEX consultant, as national Assistant Program Coordinator; and Senior Manager for Technical Services, Leo R. Pura, and Ma. Cristina Pascual, PRIMEX consultant, as Program Assistants.
Mobilized on 16 March 2009, the TAT will ensure that all arrangements are in place for the WOC and CTI Summit while providing technical advice and guidance to the National Organizing Committee (NOC) in the finalization of overall Conference program and the various side events that will take place during the weeklong Conference, including an international technical and scientific symposium, a Global Ocean Policy Day, an ADB-sponsored Seminar on the Asia-Pacific Experience in Marine and Coastal Resource Management, as well as related technical and administrative arrangements.
WOC 2009 is intended to serve as a forum for the world community to discuss current issues in the marine field, which are related to climate change, in order to achieve an international agreement and draw up an adaptive strategy to use of marine resources wisely for the benefit of humanity. It is expected to extract a strong political commitment from the government representatives through the adoption of the Manado Ocean Declaration (MOD), which will contain agreement to guide marine management at the global level.
Participants to the WOC 2009 will include Ministers and high-level government officials from 121 countries, senior officials from multilateral and bilateral organizations, and representatives from academic and research institutions, NGOs, private sector, and other interested stakeholders. Over 1,500 participants from all over the world are expected to converge in Manado for the Conference.
The CTI Leaders Summit, on the other hand, will bring together the six Coral Triangle (CT) country heads of state (representing Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands, and Timor Leste) for a discussion on the significance of the CT to their economies and the global environment.
