Another resource material will soon be added to the growing list of PRIMEX-authored health-related guidebooks as the UNICEF-funded development of a Voluntary Counseling and Testing (VCT) Manual on HIV and other sexually-transmitted infections (STI) gets underway.

PRIMEX has recently been engaged by UNICEF to complete the Implementers’ Manual for HIV Counseling and Testing intended for use by managers and personnel of HIV clinics, testing laboratories, and all facilities providing HIV testing and counselling.

The new Manual will build on the existing VCT training manual as well as draft a regional VCT and Provider-Initiated Testing and Counseling (PITC) Manual, and will include aspects for counseling and testing children and young people and pregnant women.

In 2006, UNICEF supported the Philippine Government to adapt the generic VCT training manual to the Philippine context, and several rounds of training have been implemented. However, low awareness among most-at-risk individuals on HIV risks, testing, care and support, and treatment remains, and there is a limited capacity and level of skills observed among health care providers to provide HIV counseling and testing services.

Dr. Jose Narciso M. Sescon, HIV/AIDS Specialist, is the consultant responsible for the development of the Manual. He will be supported by PRIMEX in-house technical staff led by Dr. Felimon P. Magboo, Senior Health Specialist, who will be serving as Project Coordinator. (Arvin Yana/PRIMEX)
