PRIMEX joined other national government officers from the Philippines, Afghanistan, Fiji and Cook Islands in undergoing an eight-day Facilitators Training Course conducted by the Asian Development Bank for its Developing Member Countries (DMCs) last July 31 to August 9 at the ADB headquarters in Pasig City.
PRIMEX Chairman Dr Jerome F. Sison and Community Development Specialist Ma. Linnea V. Tanchuling were among the 32 participants trained for eight days upon the invitation of the ADB organizers. The participants were selected based on their roles in project implementation in their respective agencies. PRIMEX has topped the list of ADB-accredited Filipino consulting firms in terms of contracts won for various government agencies in the Asia-Pacific region.
The training was a component of the ADB Results-Focused Project Design and Management grant, launched as part of ADB’s commitment to “Managing for Development Results” (MfDR) which it expressed at the High-Level Forum in March 2005 in Paris, France. MfDR was aimed at improving the effectiveness of development programs by focusing on results.
The course provided opportunities for hands-on rehearsal of facilitation competencies on the most typical events in participatory project design and implementation. It used video-feedbacking wherein participants were able to assess their facilitation skills and received mentoring to revise their approaches and enrich behavioral competencies.
After the training, participants were expected to guide their agencies through a variety of stakeholder consultations and project management interventions to accomplish a range of critical tasks including a) clarifying desired results from project design to implementation, b) building a management team that converts resources to desired results, c) establishing and sustaining a stakeholder network that drives project excellence through impassioned leadership, common vision and shared values.
The eight modules used were 1) Review of Managing for Development Results and PPMS, 2) Grounding Principles for Facilitation of a Results-focused Project Design and Management Approach, 3) Adult Learning Principles and Practices, 4) Facilitation Fundamentals: Stimulating Creative Diversity, 5) Facilitation Fundamentals: Managing Divergent Perspectives, 6) Facilitator Fundamentals: Forging Sustainable Agreements 7) Facilitator Fundamentals: Translating Ideas into Action, and 8) Facilitation Fundamentals: Building Implementation Teams.
Participants were also asked to identify events for application of their facilitation skills and timetable for next steps as part of their Re-Entry plans. (ADY)
