HSPSP Review teamPRIMEX has been subcontracted by Conseil Sante, a French consulting firm, under Framework Contract Lot 8, to provide the services of three consultants in the Midterm Review of its technical assistance to the Department of Health (DOH) in the implementation of the Health Sector Policy Support Programme (HSPSP) in the Philippines.

PRIMEX fielded Dr. Jose R. Rodriguez, Health Sector Reform Specialist; Dr. Marilyn N. Gorra, Health Economist; and Ms. Eleonora E. Tan, Public Finance Management Specialist to join the Conseil Sante Team Leader, Dr. Maurice Coenegrachts, in the review, focusing on progress towards achieving results, and with particular attention to performance against the established targets and indicators. 

HSPSP is being implemented under three major components: (i) EC-financed TA; (ii) Budget Support; and World Bank-managed Trust Fund. The EC fielded a midterm review (MTR) mission to evaluate its technical assistance to the program and to provide recommendations for a possible next phase for EC support to the health sector under the Medium Term Investment Program, 2007-2010.

Overall, the evaluation aims to (i) review the current status of HSPSP, particularly its contribution to the implementation and performance of FOURmula One for Health, (ii) monitor the Program’s achievements against the approved operational plans and identify areas of concern for remedial actions, and (iii) identify lessons learned during the initial years of HSPSP implementation and provide recommendations for future intervention in the sector.
