PRIMEX has been chosen by US-based Management Sciences for Health (MSH) as a collaborating institution from the Southeast Asian region in carrying out a component of the Stamping Out Pandemic Avian Influenza (STOP AI) project grant from the USAID.
MSH, a private, nonprofit international organization working in public health areas, is part of a consortium that USAID awarded with a landmark three year contract to prevent highly pathogenic avian influenza (HPAI) from evolving into a form transmissible to humans, while mitigating the economic hardship associated with the disease. It is the principal sub-contractor to the Development Alternatives Inc. (DAI) in the area of human health.
MSH chose PRIMEX along with the University of Dakar in Senegal; the University of Rwanda School of Public Health in Rwanda; and the Aga Khan University in Pakistan. These institutions will assist countries to prevent the spread of HPAI, to prepare for and respond to HPAI outbreaks among animals and humans, and to minimize the risk of re-infection among poultry during the recovery phase following an outbreak.
The overall goal of STOP-AI is to prevent H5N1 infections in humans. To achieve this, the project has two sub-goals: to prevent H5N1 infections in birds; and, to prevent human exposure to H5N1 virus. DAI will assume responsibility for the animal sub-goal and MSH has responsibility for the human health sub-goal.
MSH’s primary tasks will include improving preparedness and planning for a potential human influenza pandemic, improving detection of suspect H5N1 cases in humans, improving containment measures in human populations, decreasing high risk behaviors associated with animal-to-human transmission, and limiting exposure of human health workers to H5N1 virus.
As a collaborating institution, PRIMEX will provide technical assistance through its team of experts and trainors who will carry out a specific country request like a training program either in the Philippines or anywhere in the Southeast Asian region, as the need arises.
Other DAI sub-contractors on STOP AI aside from MSH are Bird Flu Control GmbH; McFadden and Associates, Inc.; Michigan State University; QED Group, LLC; Training Resources Group, Inc.; UC Davis School of Veterinary Medicine; and Winrock International.
PRIMEX has established a track record in the health sector over its almost two decades of operation. Its current projects related to the prevention of AI are the ADB-funded Emergency Regional Support to Address the Outbreak of Severe Acute Respiratory Syndrome (SARS) – Philippine Subproject: Surveillance, Prevention, and Control of SARS, Avian Influenza (AI), and Other Emerging Infectious Diseases (EIDs) (ADB TA No. 6108-REG) and the Strengthening Epidemiological Surveillance and Response for Communicable Diseases in Indonesia, Malaysia, and the Philippines (ADB TA No. 6305-REG).
