PRIMEX Director and former Chairman, Dr. Jerome F. Sison, has been engaged by NREM International Inc., to help design the Jiangsu Yancheng Wetlands Protection Project (ADB TA 7015-PRC) in China.
Dr. Sison, an agricultural economist, will prepare the economic justification of the project by reviewing and evaluating the Chinese government's “wetland conservation and development plan as well as the proposed subprojects in terms of (i) appropriateness of the rationale, goal and objectives, and strategy and approach to achieve the goal and objectives; (ii) efficiency and effectiveness of proposed subprojects and policies as well as funding resources; and (ii) efficiency and effectiveness of the overall plan in contributing to the development objectives of ADB."
In addition, he will assist the the team leader and the deputy team leader "in analyzing market performance, assessing policies and regulatory measures that impact on the ecological functioning of the wetland, and analyzing financial structures, and recommending to the EA and ADB economically sound subprojects."
Yancheng, a city in the northeastern Chinese province of Jiangsu, is a preferred habitat of several endangered species, including the red-crowned crane. It hosts the Yancheng Coastal Wetlands, whose biodiversity is currently threatened by unsustainable resource use resulting from management conflicts, including the conversion of the landward salt marshes for agriculture and aquaculture.
