ADB has contracted PRIMEX to implement another project on strengthening the Philippine response to the prevalence of HIV-AIDS in the country, this time, focusing on the vulnerability of women, particularly female seafarers, female spouses of seafarers, and female injecting drug users (IDUs), to HIV.
A year ago, ADB awarded the contract for RETA 6321- Subproject 5 to PRIMEX in association with ACHIEVE Inc. and Remedios AIDS Foundation to provide technical assistance to the Philippine Department of Health (DOH), local government units (LGUs), and NGOs in strengthening the country response to HIV/AIDS, specifically for two groups considered vulnerable, viz., IDUs and overseas Filipino workers (OFWs). The ongoing project, however, does not include women as a specific target group, except in the case of the female spouses of seafarers who are research respondents.
Designed to complement the objectives of RETA 6321, the new project, “Supporting Women at Risk and Vulnerable to HIV/AIDS in the Philippines, is funded by another regional technical assistance project, Promoting Gender Equality and Women’s Empowerment (RETA 6143) financed by ADB’s Gender and Development Cooperation Fund (GDCF).
The Project will consist of activities (studies, surveys, training workshops) intended to (i) achieve an in-depth understanding of the situation of female IDUs to enable the design of gender-specific responses for harm reduction (Component 1); (ii) address HIV vulnerability of female spouses of seafarers through the identification of specific HIV prevention strategies (Component 2); and (iii) gather information on sexual and reproductive health (SRH) and HIV/AIDS-related issues of female seafarers to develop information and communication strategies and services for sexual and reproductive health and HIV/AIDS prevention and control (Component 2).
