Local health officers who were not included in the series of trainings on surveillance, prevention and control of emerging infectious diseases (EID) last year will get the chance to be trained soon as tripartite talks between the Department of Health (DOH), the Asian Development Bank (ADB) and PRIMEX get underway for the extension of ADB-RETA 6108 regional technical assistance project.
Close to 400 health practitioners nationwide including hospital officers benefited from the nine (9) regional trainings last year conducted by DOH and PRIMEX which equipped them with skills on preparedness and response to possible outbreaks of SARS, Avian Influenza and other EIDs. The trainings were supplemented by the production and distribution of training modules, materials, and technical manuals prepared by PRIMEX for use in communities and hospitals.
The implementation of the Emergency Regional Support to Address the Outbreak of SARS and other EIDs- Philippine Subproject or ADB-RETA 6108 culminated in a summit of local chief executives (LCEs) on October last year which they used as platform to articulate a request for a set of orientation briefings for other local areas across the country.
The DOH likewise received similar requests from their LGU partners who wanted to set up their own Avian Influenza surveillance, preparedness, and response programs. DOH officials considered the number of trained local health officers (municipal, provincial and city levels) as falling below the “critical mass” against what is ideally required to assist LGUs prepare for, and respond to, possible outbreaks of AI.
The extension has been proposed to have two components- a) Capacity Building and Training for LGUs, and b) Institutionalization of Training Capacity of Selected DOH regional hospitals.
