The Final Report, prepared by Kellogg Brown and Root Pty Ltd (KBR) and PRIMEX, containing the proposed design of the Philippine Irrigation System Operation Efficiency Improvement Project (TA 7141-PHI) was accepted by Asian Development Bank (ADB).

PRIMEX Director, Dr. Jerome F. Sison, as the international project economist, worked with a PRIMEX team of international and national consultants that designed the investment project aimed at improving agricultural productivity through the rehabilitation and improved management of irrigation schemes in selected areas in Antique and Davao del Norte. This project is aligned with the Philippine government's priority programs under the Medium-Term Philippine Development Plan, 2004-2010.

Irrigation modernization is one component of the Philippine Government's Food Self-Sufficiency Plan 2009-2010, which aims to reduce the country's exposure to elevated prices of staple food grain, as experienced in 2008.
