An international team of facilitation coaches who call themselves the ‘Constellation of AIDS Competence’ has shared with the Philippines its proven and globally-tested approaches in responding to the threats of HIV/AIDS through a two-year capacity-building/coaching program for non-government organizations (NGOs) with AIDS-related projects.
PRIMEX was invited to participate in the Philippine kick-off event of the Constellation’s “AIDS Competence Process” workshop last 11-14 September 2007 at the Hotel Kimberly in Manila in view of its lead role in implementing the ADB-funded Regional Technical Assistance for Fighting HIV/AIDS in Asia and the Pacific - Subproject 5: Strengthening Country Response to HIV/AIDS among High-Risk Groups (RETA 6321). PRIMEX was represented by its Training Specialist, Joy Pavico, who also documented the entire workshop proceedings.
The Constellation’s initiative is premised on “the need to capacitate local responses being a critical factor to achieve progress in HIV prevention, treatment, care, and support worldwide.”
The four-day kick-off event was designed to introduce the following concepts in capacitating NGOs in the Philippines: a) Human Capacity Development (HCD) approach , b) SALT visits (SALT stands for Support/Stimulate, Appreciate/Analyze/Action, Listen/Learn/Link, and Transfer/Team), c) After Activity Review (AAR), d) Self assessment (introduction and practice), e) Facilitator Self Assessment, and f) Planning for Future Action. With funding from the Asian Development Bank (ADB), the Constellation offers support for building the capacity of NGOs in six countries, including the Philippines, to develop AIDS competence with the communities they work with over a two-year period. The Program began in May 2007 in Cambodia, India, Indonesia, Papua New Guinea, the Philippines, and Thailand. To date, it has trained 123 facilitators from 74 NGOs in the six countries.
Thirty representatives of various NGOs (14), government agency (1), and international agencies (5) involved in HIV/AIDS attended the kick-off activity and formed themselves into the National NGO Facilitation Team who will benefit from training, materials, and coaching from an international team of Constellation coaches throughout two years. They are expected to facilitate local responses to HIV/AIDS and to transfer this capacity to colleagues in their organization.
