All systems go for the implementation of the extension phase of ADB’s Emergency Regional Support to Address the Outbreak of SARS and other Emerging Infectious Diseases (EID)- Philippine Subproject (RETA 6108).
A planning workshop held last April 26-28 at Pearl Manila Hotel identified next major activities for the project after the ADB officially approved requests to extend it to roll out more disease surveillance and response trainings on EIDs for local doctors nationwide. It was attended by the Department of Health representatives and PRIMEX consultants.
A tripartite meeting among ADB, DOH and PRIMEX will take place this month while a consultative forum will follow in June to finetune plans and arrangements in undertaking trainings in the provinces.
A series of trainings will then follow in Baguio City, Zamboanga City, Davao City, Laguna, and Cebu City within July to October this year. Additional training for DOH hospitals will complete the training caravan in November this year while a simulation of taught surveillance practices will take place nationwide on a yet unidentified date.
Close to 400 health practitioners nationwide including hospital officers benefited from the nine (9) regional trainings last year conducted by DOH and PRIMEX under the project which equipped them with skills on preparedness and response to possible outbreaks of SARS, Avian Influenza and other EIDs. The trainings were supplemented by the production and distribution of training modules, materials, and technical manuals prepared by PRIMEX for use in communities and hospitals.
The implementation of the original project design culminated in a summit of local chief executives (LCEs) on October last year which the latter used as platform to articulate a request for a set of orientation briefings/trainings for other local areas across the country.
DOH officials considered the number of trained local health officers (municipal, provincial and city levels) as falling below the “critical mass” against what is ideally required to assist LGUs prepare for, and respond to, possible outbreaks of AI.
The extension has been proposed to have two components- a) Capacity Building and Training for LGUs, and b) Institutionalization of Training Capacity of Selected DOH regional hospitals.
