A PRIMEX-led consortium of consultants has just recently completed an ADB-funded Project Preparation Technical Assistance (PPTA) project to assist the Government of Indonesia in identifying sustainable investment programs for the country’s coastal fisheries resource management sector.
A consultant team led by PRIMEX, in association with Japan-based consulting firm Overseas Agro-Fisheries Consultants Ltd. (OAFIC)) and Indonesia-based PT Trans Intra Asia (TIA) (Indonesia), recently submitted a Final Report to the Asian Development Bank which provided the design for the proposed Integrated Coastal Fisheries Resource Management Project (ICFRMP). The ICFRMP aims to improve the management of coastal and fisheries resources, and reduce threats to their integrity as well as improve income generation among coastal communities through the provision of alternative livelihood opportunities. The Executing Agency of the proposed project is the Directorate General of Capture Fisheries of the Ministry of Marine Affairs and Fisheries.
The ICFRMP is envisaged to focus on sites assessed as having significant problems related to coastal community development and fisheries resource conservation such as (i) rampant use of illegal/destructive fisjing methods, (ii) degraded coastal fisheries resources, (iii) weak capacity of local governments and coastal communities in integrated coastal fisheries resource management, (ICFRM) (iv ) lack of site-specific ICFRM awareness and plans, and (v) high poverty incidence, among others. The ICFRMP as designed aims to reverse these trends in fisheries conservation.
The Technical Assistance (TA) project was carried out in two phases from July 2005 to July 2006.
Phase I involved a review and assessment of the country’s coastal fisheries subsector with particular emphasis on policy and institutional aspects, coastal fisheries resource and environmental status, socioeconomic condition of target beneficiaries, and related plans and programs. Based on this review and assessment, the consultant team identified constraints and major sector problems and issues that need to be addressed by the proposed project as well as identify opportunities for incorporating effective and sustainable interventions in its design.
Phase II elaborated on of the proposed Project and its components, including policy and legal recommendations, institutional arrangements, and prototype/model enterprises based on a preliminary Project framework (logframe), assessed its potential environmental and social (including poverty) impacts, as well as evaluated its economic viability.
