Two separate visits to areas in Cebu City and Zamboanga City, which were considered as possible sites for piloting harm reduction interventions for intravenous drug users (IDUs), were organized to determine how the new Asian Development Project (ADB)-funded project on strengthening HIV/AIDS response could best tailor-fit its project approaches and initiatives to the needs of its target beneficiaries.
The PRIMEX-led team implementing the ADB Regional Technical Assistance for Fighting HIV/AIDS in Asia and the Pacific - Subproject 5: Strengthening Country Response to HIV/AIDS among High-Risk Groups (RETA 6321) selected the two cities because of their documented high prevalence in drug use by intravenous injection that can trigger transmission of the HIV virus. Another trip to General Santos City, another booming metropolis with high drug use rate in Mindanao, will follow. The activity was part of the Phase 1 implementation of the Project: Situation and Response Analysis of the IDU Epidemic and Development of Harm Reduction Strategies.
The visit to Cebu City last 4-5 July 2007 was highlighted by the group immersion in Barangay Camagayan while the trip to Zamboanga City provided a firsthand account of the practices of drug users as well as the corresponding harm-reduction initiatives in Barangay Sta Catalina and Barangay Mariki.
With roundtable and focus group discussions involving current project implementors and agencies operating in the area, the visits allowed the Team to assess the readiness of the area for ‘pilot’ harm reduction interventions, identify gaps and explore initial strategy development or pilot interventions, gain in-depth understanding of the area’s past and current harm reduction project implementation, and validate information obtained from desk reviews and the report during the recently-conducted Inception Workshop, among others.
The Team was composed of Dr. Vicente Salas, Team Leader and HIV/AIDS Specialist (PRIMEX); Dr. Jose NMC Sescon, Deputy Team Leader for Component 1 (Remedios Foundation); and Ms. Zoraydah Lyn L. Gonzales, Project Manager (PRIMEX).
The Project aims to improve the effectiveness of the national and local response to the HIV and AIDS epidemic among intravenous drug users (IDUs) and overseas Filipino works (OFWs) and support DOH in developing more feasible approaches and/or interventions for these groups at risk.
