PRIMEX has been engaged by the German Technical Cooperation Agency (GTZ) to undertake a research which will review and assess the insurance coverage and ‘portability regimes’ of foreign markets in relation to health and wellness in the Philippines.
The project started March 2007 and will be completed this coming September. It is a component of the GTZ Trade Policy and Trade Promotion project in the Phiippines.
The project is premised on studies which identified portability of public and private insurance as a stumbling block in the Philippines’ bid to lure volumes of patients and retirees into the country.
The research will specifically find out from insurance companies what it would take for them to cover treatments of their clients in the Philippines and what most players in this industry look for. It will also collect opinions and preferences of potential tourists and balikbayans to the Philippines as well as foreigners long staying in the Philippines or in the US, UK,
Taiwan, Japan, Korea, Italy, and Germany who have visited or plan to visit the Philippines.
Four focus areas of research have been identified: 1) types and degree of market coverage of Public and Private Insurance, respectively and their key features, 2) policy and other barriers to portability, 3) market and competitor questions, and 4) options for Philippine government and recommended next steps.
Expected outputs from the research are (a) distinct reports for each of the 4 research foci; (b) one joint section of the report, covering the context, the rationale and a synthesis of the findings. Questionnaires designed and submitted by the PRIMEX team of consultants to GTZ have been approved and are now being distributed to target local and foreign respondents. The distribution of questionnaires is being backed by partner institutions with access to potential respondents internationally, including the St. John Institute (Pangasinan), among others.
