PRIMEX recently submitted to ADB its Final Report on the detailed plan and design of the proposed Livelihood Improvement in Central Coastal Provinces (LICCP) as part of the Bank’s Technical Assistance grant (ADB TA No. 4292-VIE) to the Government of Vietnam through the Ministry of Planning and Investment (MPI).
The investment project formulated under the TA grant will cover the four provinces of the central region of Vietnam namely Quang Binh, Quang Tri, Thua Thien Hue, and Quang Nam.
The study was conducted over the period June 2005 – August 2006 following the participatory, consultative approach to project planning and design and was implemented in two phases involving an initial situation analysis phase and a subsequent project design and formulation phase.
The first phase involved (i) a rapid review and analysis of the current situation in the coastal zones of the four target Provinces; (ii) an assessment of key issues and constraints, as well as opportunities, to provide the basis for Project preparation; (iii) the selection of districts for inclusion in the ensuing Project; (iv) conduct of socioeconomic surveys of selected beneficiary communities; and (v) identification of possible components for detailed study in Phase II. In addition, the Consultant Team carried out a comprehensive review of various projects, studies, and experiences relevant to livelihood improvement and sustainable coastal resources utilization and management in Viet Nam, coupled with a participatory rapid assessment of the knowledge, attitudes, beliefs, and practices among various groups of stakeholders at the national and local levels.
The second phase involved (i) a review of the findings and conclusions of Phase I; (ii) preparation of the preliminary Project logical framework (logframe) and identification of specific investments to improve livelihoods, infrastructure, coastal zone and environmental management, and capacity of stakeholders; (iii) further field work and data collection for use in the preparation of detailed technical analyses and cost estimates for the proposed components and interventions; (iv) financial analysis of selected livelihood models; (v) an analysis of the technical, organizational, financial, and economic viability of the proposed Project and two core subprojects; and (vi) an evaluation of the potential social and environmental impacts of the proposed Project. In addition, the Team prepared a GEF concept paper to solicit additional financial support for some relevant environmental measures to be implemented as part of the investment project. The Team also assisted the Royal Netherlands Embassy (RNE) in its efforts to organize a follow-up TA on similar lines as LICCP, but focusing on other needy coastal areas.
The PRIMEX team that conducted the study was composed of seven international and ten domestic specialists. The international specialists were: Mr. David B.
