The PRIMEX-managed Subproject 5 of the ADB-funded Regional Technical Assistance for on Fighting HIV/AIDS in Asia and the Pacific (RETA 6321) will soon be completed, and the Project team is gearing up for an End-of-Project (EoP) Assessment of a Pilot Program among injecting drug users (IDUs) in Zamboanga City.
The pilot intervention consists of various activities on policy advocacy, training, and other services, and aims to (i) improve the policy environment for the implementation of harm reduction (HR) initiatives in the city, (ii) enhance the capacity of service providers to give psychosocial support to current IDUs and their families and communities, (iii) improve access of IDUs to services through outreach posts (ORPs), and (iv) sustain safe injecting and sexual practices among current IDUs through participation in support groups.
The Project, which started in June 2007 and will be completed in December 2008, has the overall aim of providing technical assistance to the Department of Health (DOH), local government units (LGUs), and NGOs in strengthening the country response to HIV/AIDS, specifically for two groups considered vulnerable, viz., IDUs and overseas Filipino workers (OFWs).
The EOP assessment survey (including focus group discussions and key informant interviews) was conducted among the target beneficiaries and other local stakeholders in the two pilot barangays (Mariki and Santa Catalina) in Zamboanga City. Selected interviewers and survey enumerators were trained last 28-30 October 2008 by Dr. Ofelia Saniel, Project Epidemiologist, and coached on the survey instruments and the techniques to be used, including how they should be communicated to the respondents. Data encoding is currently underway and the EOP assessment report is expected to be completed in time for the Project’s final dissemination workshop scheduled on 9 December 2008.
