Some 40 officials from the health ministries of Malaysia, Indonesia and the Philippines converged in Kuala Lumpur on 5-7 September 2007 to showcase, critique, and refine their respective Epidemiological Surveillance and Response (ESR) designs.

Subregional Technical Consultation - Kuala LumpurThe Subregional Technical Consultation on Improving Designs of ESR systems was a strategic forum for technical exchange and experience sharing among the three countries after they reviewed their ESR systems, identified gaps and areas for further strengthening, prepared ESR workplans, and commenced prioritized country-specific activities. It was another major activity under the Asian Development Bank (ADB)-funded Strengthening Epidemiological Surveillance and Response (ESR) project for Communicable Diseases in Indonesia, Malaysia, and the Philippines (TA No. 6305 – REG) with PRIMEX as lead consulting firm.

The three-day event focused on the three countries’ presentations of the status of ESR assessment and planning and ESR system enhancement and IHR implementation (Day 1), ESR system enhancement and IHR implementation (Day 2), and a field visit to Malaysia’s National Public Health Laboratory (Day 3).

Dr Hari Santoso, head of the Outbreak Control Section from the Ministry of Health (MOH) Indonesia, presented the status of the preparation of the final report of the 2004 Joint MOH-WHO assessment of their ESR system, while Dr Rohani binti Jahis, Principal Assistant Director for Surveillance of the Disease Control Division of the MOH Malaysia, presented the progress in the establishment of the laboratory-based surveillance for communicable diseases in Malaysia. Dr Enrique Tayag, Director of the National Epidemiology Center (NEC) of the Philippine Department of Health (DOH) described their progress in the development of the Philippine Integrated Disease Surveillance and Response System (PIDSR).

Among the significant points noted during the panel discussions and open forum, which followed the country presentations, were: (i) the creation of national focal points for IHR in the three countries; (ii) the ongoing IHR legal review and identification of policy gaps (in Malaysia, these are already being enacted); (iii) the development of appropriate policy and legal instruments; and (iv) the need to have policy action to deal with decentralization-related issues for Indonesia and the Philippines.

Dr. Han Tieru, WHO representative for Malaysia, Brunei Darussalam, and Singapore, joined Ms. Elvira C. Ablaza, Project Director and President/CEO of PRIMEX and Dr. Vincent de Wit, Principal Health Specialist, Social Sectors Division, Southeast Asia Regional  Department of ADB, in welcoming the participants. The Deputy Director General of Health (Malaysia) delivered the keynote speech on behalf of Director General of Health Tan Sri Datuk Dr. Haji Mohd Ismail Merican.
