Description:
The third party independent verification aims to:
- assess the local government unit (LGU) scorecards and LGU performance as to the service level agreement performance indicators, annual operational plans, and investment plans for health and determine the robustness of the source documents of the reported LGU scorecard and service level agreement (SLA) performance;
- assess the financial management systems in ARMM and non-ARMM provinces/cities as they relate to the project, determine if HSRP funds were used for the intended purpose with due consideration to economy and efficiency, and evaluate the adequacy of compliance with the terms of the SLAs, annual operational plans (AOPs), investment plans for health (IPHs), DOH Counterpart and HSRP Grant Agreements, country laws and regulations, DOH’s Operations Manual for Convergence Provinces, and WB policies and procedures; and
- assess the procurement management systems in ARMM and non-ARMM provinces/cities as they relate to the HSRP grant funds and the DOH counterpart funds, and determine whether the procurement transactions are in accordance with the applicable procurement arrangements under the Loan and/or Grant Agreements and DOH/GOP Procurement Rules and Regulations.
