Mr. Leo R. Pura is a training coordination and documentation specialist and a marine biologist with an extensive experience in coastal resource management and project management.

Mr. Pura worked with the World Fish Center (formerly International Center for Living Aquatic Resources Management [ICLARM]) as a research assistant in 1993 to 1996 for the Fishery Sector Program’s Lagonoy Gulf Resource and Ecological Assessment (REA) Project and the REA Training and Monitoring of Regional Composite teams for Regions III, IV, and VIII. In 1998, he joined PRIMEX as the Policy Research Assistant of the Coastal Resource Management Project. He was assigned in 2002 as the Training Documentation Assistant for the Fisheries Resource Management Project (FRMP) where he organized, supervised, and documented several training sessions of the Project including training on fisheries law enforcement, fish visual census, municipal fisheries ordinance writing, and habitat assessment. He became the Regional Adviser for Region 1 for FRMP in May 2004 until October 2006. In November 2006, Mr. Pura handled the RETA 6108: Emergency Regional Support to Address the Outbreak of SARS – PHI SubProject as Project Administration Manager where he organized and managed nine training sessions for all the 17 Philippine geographical regions from March to May 2006. In March 2007, he was promoted to Senior Manager for Technical Services, primarily responsible in business development activities such as identification of projects and monitoring/following up projects and other business opportunities in websites and other sources and supervision of the preparation, and packaging of technical reports, proposals, EOIs, and prequals in coordination with the concerned executive officers and other PRIMEX personnel.

Mr. Pura graduated in 1993 with a Bachelor of Science in Biology, cum laude, from Bicol University in Legaspi City. He graduated from Philippine Science High School in 1998 and has units in the Master in Science in Marine Science from the University of the Philippines.
