
Atty. Sumilang is a founding Director of PRIMEX and has held the positions of Corporate Secretary and Corporate Treasurer in various years. He is also Senior Partner of the Sumilang, La'O, and Associates Law Office.
Atty. Sumilang has more than 20 years of experience in banking and finance. For 12 years, he was with the General Bank and Trust Company (GENBANK), which later became the Allied Banking Corporation (Allied Bank), rising from the ranks to become Assistant Accountant in 1972‑1973 and later, Branch Manager from 1976 – 1979.
In 1980, he left the banking sector to join private industry as General Manager of Richmond Machineries, a company dealing in the repair, fabrication, and manufacture of oil expellers and five‑ton mini‑oil mills ideal for countryside projects. He was then concurrently President of Prime Copra Manufacturing Corporation where he personally and actively participated in international trading of coconut pellets/meals and crude oil (CNO).
In 1998, he ran for public office and won as Mayor of the municipality of Tayabas in the province of Quezon. Prior to that, he was elected Vice-Mayor of Tayabas in 1995 and was also selected by his peers to serve as Secretary of the League of Vice Mayors of the Philippines – Quezon Chapter. At present, he serves as Legal Officer of Tayabas, Quezon, rendering legal advice to the Mayor and the Municipal Board and serving in a concurrent capacity as Chairman of the Bids and Awards Committee of the municipal government.
Atty. Sumilang graduated with the degree of Bachelor of Science in Commerce (major in Business Administration, Marketing, and Advertising) and Bachelor of Laws from the Far Eastern University (FEU) in Manila.
