Project Description

The Project, implemented in 18 out of 26 priority bays in the country, was financed by loans from the Asian Development Bank (ADB) and Japan Bank for International Cooperation (JBIC). The ADB loan was effective from 1998 – 2005, while the JBIC loan have effectivity until January 2007.

It aimed to address the critical issues of fisheries resource depletion and persistent poverty among municipal fisherfolks through the (i) promotion of income diversification for municipal fisherfolk, and (ii) strengthening of the institutional capacity of public agencies in charge of fisheries resource management, including those at the national, regional, and local levels.

The Project consisted of three components: (i) Fisheries Resource Management, (ii) Income Diversification, and (iii) Institutional Strengthening. The Fisheries Resource Management Component aimed at rational resource utilization and the rehabilitation of damaged fish habitats through five interrelated elements: (i) data management, (ii) coastal resource management (CRM), (iii) fisheries regulation, (iv) community-based law enforcement, and (v) monitoring, control, and surveillance (MCS).

The Income Diversification Component aimed to provide municipal fisherfolk with supplementary income, thereby reducing their dependence on fishing for their livelihood, and involves three interrelated activities: (i) community organizing, (ii) microenterprise promotion, and (iii) support for mariculture development.

The Institutional Strengthening Component aimed to build the capacity of the Executing Agency (EA) and the implementing agencies (IAs) in Project implementation and in fisheries resource management through the design and conduct of various training programs for Project implementors and partners as well as the establishment of management systems at the national, regional, and local levels.

Under the Income Diversification Component, a wide variety of alternative livelihood activities and microenterprises, mostly aquaculture and processing-related, were set up and operated by organized community groups with technical assistance from the Project Management Office (PMO) and the Project Management Consultant (PMC).

The loan proceeds from ADB are primarily intended to fund the implementation of activities aimed at the attainment of objectives (ii) and (iii), while the proceeds from the JBIC loan mainly cover activities intended to address objective (i).

Under the JBIC Component, a team of consultants, also referred to as the JBIC Consultant, was engaged by DA-BFAR to provide technical assistance in (i) database management, including geographic information systems (GIS); (ii) fisheries licensing; and (iii) pilot-testing of integrated coastal zone management (ICRM) in Puerto Princesa City (PPC), Palawan.

PRIMEX Role in the Project Implementation

PRIMEX served as the Philippine partner of OAFIC Japan, and provided DA-BFAR with the services of a team of consultants to assist the Project Management Office (PMO) and the Project Implementation Units (PIUs) in (i) database management, including geographic information systems (GIS); (ii) fisheries licensing; and (iii) pilot-testing of integrated coastal zone management (ICRM) in Puerto Princesa City, Palawan.

The Team members were based in two locations: within PMO and in PPC, the pilot site. Those based in Manila were the Database Management Group (DMG) members, the Law Enforcement Specialist, and Legal Specialists. The rest of the Team were based in PPC, Palawan, where a Project Support Office was established by OAFIC-PRIMEX.

Seven short-term specialists were also engaged to work with the other Team members in specific areas. They were Manila-based, but the Solid Waste Management Specialist was specifically tasked to work with the PPC-based Team members on solid waste management concerns as part of ICRM.

To ensure that the activities of the JBIC Consultant were efficiently coordinated and synchronized with those of PMC, as well as with those of PMO and the PIUs, the Project Management Consultant (PMC) Team Leader (under the ADB-funded consulting services), who was also from PRIMEX, was given the additional responsibility of providing technical direction and supervision over the JBIC Consultant. Also, as the OAFIC Project Director was Japan-based and cannot be physically present in the Philippines at all times, OAFIC delegated the responsibility for in-country supervision and management of the JBIC-funded Consultancy Services to PRIMEX, through its Co-Director who is based in Manila and who, as PMC Project Director, is considered a full member of the PMC Team.
