Project Description

ADB provided a project preparatory technical assistance grant  to the Government of Indonesia (GOI), through the Directorate General for Capture Fisheries (DGCF) of the Ministry of Marine Affairs and Fisheries (MMAF), to finance the preparation of the proposed Integrated Coastal Fisheries Resource Management Project (ICFRMP) (the Project) to support GOI’s coastal fisheries resource management and poverty reduction efforts. The investment project to be formulated under the TA was envisioned to improve the management of coastal resources and reduce threats to their integrity as well as improve income generation through the provision of alternative livelihood opportunities to coastal communities.

TA focus was on sites assessed as having significant problems related to coastal community development and fisheries resource conservation such as (i) rampant use of illegal/destructive fishing methods, (ii) degraded coastal fisheries resources, (iii) weak capacity of local governments and coastal communities in integrated coastal fisheries resource management (ICFRM), (iv) lack of site-specific ICFRM awareness and plans, and (v) high poverty incidence, among others. Some 14 districts in 10 provinces have been selected for inclusion in the Project. These sites included five sites covered under the COFISH Project and nine new sites spread across the Indonesian archipelago.

PRIMEX Role in the Project Implementation

PRIMEX, as the lead firm in the consortium of three consulting companies, was responsible for the overall direction, supervision, and coordination of TA implementation, through its Team Leader/Resource Economist. The TA was being implemented in two phases: an initial situation analysis phase and a subsequent project design phase. Phase I involved a (i) review and assessment of the country’s coastal fisheries subsector with particular emphasis on policy and institutional aspects, coastal fisheries resource and environmental status, socioeconomic condition of target beneficiaries, and related plans and programs; and (ii) based on this assessment, identification of opportunities and constraints and major problems and issues, formulation of specific measures or courses of action to address identified key issues, and development of the Project framework. Phase II involves the (i) elaboration of the proposed Project and its components, including policy and legal recommendations, institutional arrangements, and prototype/model enterprises; and (ii) analysis of the feasibility of the proposed Project, its investment components, and prototype microenterprises in technical, market, financial, and economic terms and determination of their potential environmental and social (including poverty) impacts.
