Project Description

The Project provided support to Government initiatives for removing infrastructure constraints in rural areas and thereby helped rural production and productivity. This was achieved through (i) construction and rehabilitation of farm to market roads, communal irrigation systems, and rural water supply facilities; (ii) capacity building at local government level for decentralized subproject development and implementation; and (iii) technical support for project management and coordination.

The long-term goal of the project was to increase rural incomes in areas with high agricultural potential. The immediate objectives of the project were to remove the constraints to the improvement of agricultural productivity caused by the lack of rural infrastructure and to reduce poverty by increasing agricultural productivity and profitability. The project had three components: improved rural infrastructure, capacity building for developed project implementation and management, and project management and coordination.

 

PRIMEX Role in the Project Implementation

PRIMEX fielded a Rural Development Economist to review and verify financial and economic analyses and detailed cost estimates of selected rural infrastructure subprojects approved by the Regional Technical Committee for financing under this Project. The Economist’s task included, but not limited to the following: (i) preparation of a criteria for comprehensive review selection of subprojects that would best represent the different types of subprojects to be supported under the Project; (ii) review of the conformity of the subprojects against the subproject feasibility criteria agreed by ADB and the Government; (iii) assessment and validation of the financial/economic viability of the subprojects including a review of the subproject costs and estimated benefits, verification of expected benefits, and estimation of financial and economic rate of return for each subproject; (iv) verification of the robustness of the financial and economic rate of return and identification of measures to enhance subproject viability, if warranted; (v) review of the expected social impact of the proposed subproject within the area of influence; and (vi) recommendation of measures to improve subproject viability assessment and feasibility report preparation by the Project office.
