Project Description
ADB provided a project preparatory technical assistance grant to the Government of Viet Nam (GOV), through the Ministry of Planning and Investment, to finance the preparation of the proposed Livelihood Improvement in the Central Coastal Provinces (LICCP) Project to support GOV’s poverty reduction and coastal resource management efforts.
The investment project to be formulated under the TA was envisioned to help improve the livelihood of coastal commune residents and assist in the sustainable management of coastal resources in four selected provinces in the central region of Viet Nam.
Its objectives were to: (i) mobilize and organize coastal communities into groups or cooperatives trained and equipped to undertake income-generating livelihood activities that would help them attain a better quality of life; (ii) implement activities intended to promote coastal resource management, prevent fisheries resource depletion, and minimize environmental degradation through national- and local-level activities using the ICZM approach; (iii) introduce physical interventions to address problems related to current rural infrastructure constraints; and (iv) strengthen the provincial, district, and commune governments and other related institutions and community organizations in microenterprise development and ICZM. Consistent with the above objectives, it was proposed that the Project consist of four components, namely: (i) Microenterprise Development, including small-scale aquaculture enterprises; (ii)Coastal Zone and Environmental Management; (iii) Small-scale Infrastructure Support; and (iv) Institutional Strengthening and Project Management.
PRIMEX Role in the Project Implementation
PRIMEX provided the services of a team of consultants who prepared the design of the proposed LICCP for possible loan funding from ADB. As a result of some problems with its local associate firm in the first phase of the TA, PRIMEX had to directly engage the domestic specialists to continue working with the Project in its second phase.
The main tasks of the Consultant Team included the following: (i) review and assessment of the present state of the country’s coastal sector with particular emphasis on policy and institutional aspects, plans and programs, current resource status and potential for expansion, opportunities and constraints, and major problems and issues; (ii) based on this review and assessment, formulation of ICZM strategies and identification of specific investment options and livelihood opportunities in coastal communes selected based on social and environmental criteria; (iii) prioritization of investment options and preparation of investment plans in support of proposed ICZM strategies, including the identification of prototype subprojects for detailed study; (iv) preparation of investment plans, conduct of pre-feasibility studies of prototype subprojects, and elaboration of the proposed LICCPP and its components, including policy and legal recommendations, institutional arrangements, and capacity-building programs; (v) analysis of the feasibility of the proposed Project and its investment components in market, technical, financial, and economic terms and determination of their potential environmental and social (including poverty) impacts; and (vi) conduct of capacity-building and awareness-raising activities for effective participation of concerned stakeholders in TA activities and subsequent Project implementation.
