Project Description

The Project involves the development of eight agrarian reform community (ARC) settlement areas in Mindanao using an inter-agency approach to ARC development. The Project consists of the following components: (i) Community and Cooperative Development; (ii) Agriculture Enhancement and Livelihood; (iii) Crop Development and Soil Conservation; (iv) Marketing Support; (v) Infrastructure and Social Services; (vi) Post-harvest Facilities; and (vii) Project Management and Institution Building. Its general objective is to alleviate poverty and improve the quality of life of the beneficiaries in the settlement areas and ensure viable and sustainable development. Its specific objectives are: (i) to provide appropriate social infrastructures and services to ensure minimum basic needs; (ii) to provide agricultural infrastructures, facilities, equipment, and extension services to improve productivity; (iii) to equip the farmers with ecology-friendly farm technology that will heighten the fulfillment of conservation and management of natural resources; (iv) to develop local livelihood opportunities and income-generating projects geared towards other members of the family, especially women; (v) to strengthen and enhance the capability of beneficiaries, farmer’s cooperatives, and other people’s organizations to participate in the development activities and make themselves self-reliant; and (vi) to enhance the capabilities of LGUs in Project implementation. The main objective of the Consulting Services is to assist DAR in the successful implementation of the Project with due consideration of social and environmental management needs of the beneficiary communities. The scope of the Consulting Services includes the provision of technical advice and assistance to the Project Management Office (PMO) in the implementation of the many and varied activities of the Project, particularly in the following areas: (i) overall Project management; (ii) procurement of equipment; (iii) infrastructure construction; (iv) institutional development; (v) agricultural development and marketing; (vi) environmental management and monitoring; and (vii) training of Government staff.

PRIMEXis responsible for the provision of the services of the following specialists: (i) Livelihood Development Expert; (ii) Livestock Development Expert; and (iii) PBME Specialist.
