Project Description

The Project assists the Assam state government (ASG) in developing and implementing a comprehensive, cost-effective, and affordable flood and river erosion management (FREM) strategy. The TA and ensuing Project will protect the areas of vital socioeconomic and national interests such as productive urban and rural centers, tea plantation, and oil refineries, along the Brahmaputra and the Barak Rivers of the state, through effective structural and non-structural flood protection and river training activities. Key structural works include rehabilitation and upgrading of existing embankment systems and associated riverbank protection works. The Project enhances the livelihoods of the people within the project areas, including some 1.3 million vulnerable poor. Appropriate support services for economic development are provided in synergy with other ongoing or planned programs and under the Project as necessary. The relevant policies, laws, and institutional framework of the Assam government are being strengthened through the development of state flood and river erosion management strategy and action plan, and capacity strengthening of the relevant organizations.

PRIMEX role in project implementation


PRIMEX is providing the services of an Economist who will be responsible for the social and economic aspects of the TA's final output. He is expected to (i) guide and support the members of the team while consolidating the socioeconomic aspects of the flood and riverbank erosion management (FREM) interventions (at both subproject and state framework) to be integrated into overall TA outputs; (ii) support assessing and finalizing the design options for FREM for the selected subprojects through multi-criteria analysis, following up on the outputs of TA Phase 1, and providing necessary inputs from socioeconomic perspectives; (iii) work with national sociologists and agriculture specialist in designing complementary programs to enhance the economic and poverty reduction impacts, in consideration of the existing development programs that can be tied up with the ensuing Project; (iv) guide the national consultants (in particular, the project economist) in undertaking detailed feasibility studies for the selected subprojects, providing specific directions and spreadsheets on the Project economic and financial analysis; (v) support the TL in refining and presenting overall FREM sector review and strategy and action agenda for Assam prepared during TA Phase 1, and the specific actions towards operationalizing integrated FREM covering economic and financial aspects; (vi) take a lead role in guiding the national consultants to identify and assess appropriate maintenance financing mechanisms for the FREM infrastructures at state level at large and subproject level as necessary, including the revenue generation in urban areas; (vii) provide guidance to the national consultant who undertakes the financial management assessment; (viii) together with TL, guide the process of project packaging providing necessary support from socioeconomic and project management perspectives, and in accordance with the relevant ADB guidelines, including the detailed project costing using COSTAB software; and (ix) lead the process of preparing a draft final report and final report of Phase II taking responsibility for economic and financial aspects.
