Project DescriptionThe purpose of the assignment is to provide support to staff in undertaking tasks to address environmental safeguard of projects, and undertake selected environmental assessment of projects in Pacific Department (PARD) operations. The consultant assists in addressing environmental mainstreaming in PARD operations and other works related to environmental management and sustainability.

PRIMEX Role in the Project Implementation

PRIMEX provides the services of a national Environment Specialist to work under the supervision of a PARD Safeguards Specialist. He provides support in strengthening projects’ compliance with ADB Environment Policy, OM Section F1, Environment Assessment Guidelines, and other relevant guidelines so that development activities will not adversely affect the environment and the communities. He also assists in addressing environmental mainstreaming in PARD operations, and supported the implementation of regional technical assistance (RETA) on environment, natural resource management, and climate change adaptation, and other related works. His detailed tasks include, but not limited to the following:

1. Working with environmental management specialist engaged in feasibility study of projects to strengthen projects’ compliance with ADB’s environmental safeguard policies and guidelines, including the preparation and/or review of environmental assessment documents of projects, and evaluation of related feasibility study reports;
2. Provision of support in the implementation of RETA on Regional Partnerships for Climate Change Adaptation and Disaster Preparedness, Pilot Project on Climate Resilience, and PARD program related to coastal and marine resources management; and

Review of ADB documents related to environmental management, including integration of (a) revised/updated IEE/SIEE and/or EIA/SEIA incorporating inputs provided by the PARD Safeguards Specialist and RSDD; (b) revised/updated EMP and other environment-related inputs during project implementation; and (c) other outputs including better quality of documents produced under the above-mentioned RETAs and a brief report reflecting works that have been undertaken, and achievements made.
