Project Description

The TA aims to develop and implement a more effective and evidence-based response to the AIDS epidemic at the country and regional levels. This Philippine subproject under the RETA Project: Fighting HIV and AIDS in Asia and the Pacific, seeks to strengthen country response to HIV and AIDS among two highly vulnerable population groups: Intravenous Drug Users (IDUs) and Overseas Filipino Workers (OFWs). Specifically, it aims to (i) conduct a situation and response analysis in IDUs for the development of harm reduction strategies and (ii) build evidence and capacity for HIV and AIDS prevention and care for OFWs.

PRIMEX role in project implementation


PRIMEX
is providing the services of specialists to (i) conduct mapping of stakeholders, their activities and strengths, coverage and network; (ii) undertake all necessary research/data collection for a rigorous assessment of the HIV epidemic, its major transmission dynamics and its potential evolution among IDUs and OFWs; (iii) analyze/evaluate current HIV and AIDS responses and programmatic efforts for IDUs and OFWs (as well as their spouses or partners) in relation to the situation analysis on these two population groups; (iv) consult all necessary stakeholders in the country involved in HIV/AIDS prevention and care for IDUs and OFWs, including non-government organizations (NGOs), Community-Based Organizations (CBOs), government agencies, local government officials, donors and technical agencies; (v) identify the major gaps and priority areas for interventions; (vi) analyze the policy environment and identify legal and contextual opportunities and obstacles to harm reduction initiatives for IDUs and more effective prevention and care interventions for OFWs and their families; (vii) conduct Training Needs Assessment (TNA) of key program staff involved in the provision of preventive and care services for OFWs;  (viii) develop strategies and implementation guidelines, including activities and intervention models, for more effective responses to HIV/AIDS among IDUs and OFWs; (ix) implement a pilot model for harm reduction in selected sites; (x) build capacity of key stakeholders and program staff in the provision of HIV-related services to Filipino migrant workers; and (xi) develop a mechanism for sharing program information and experiences among stakeholder groups.
