Project Description

The Project is aimed primarily at helping the Philippines establish an effective surveillance, monitoring, and response system for SARS, AI, and other EIDs by building capacity at the national, local government unit (LGU), and hospital levels through the (i) production high-quality training modules, materials, and supporting technical manuals; (ii) development of an effective and sustainable program of delivery for training at all levels using the training-of-trainors approach; (iii) integration of processes into the system and training process to allow changes to reporting and response, redundancy testing, and training feedback loops to ensure dynamic system response to new threats and changing conditions; (iv) timely assessment of surveillance information and outbreak management (including public awareness) through information technology (IT) staff training and installation of web-based automated database/GIS tools; and (v) reporting systems that are suitable for local conditions, but meet international (World Health Organization [WHO]) protocols for national reporting.

The Project is composed of three components: (i) capacity building and training for Centers for Health Development (CHDs) (otherwise known as the DOH Regional Offices) and local government units (LGUs); (ii) capacity building/training of hospital staff; and (iii) institutional capacity building through website, database and GIS development, and staff training to support monitoring, surveillance, and outbreak investigation/management systems.

The first component aims to assist the CHDs in the different regions and the LGUs at the provincial/city/municipal levels to prepare and strengthen their capabilities on surveillance and appropriate response to SARS, AI, and other EIDs thereby ensuring preparedness before an outbreak ensues and is a critical factor in the prevention of human-to-human transmission. The second component has been designed to train hospital staff on clinical management, infection control, surveillance, and response to SARS, AI, and other EIDs. The third component involves the development of a website for EIDs, which aims to review, add, and organize information content for SARS, AI, and EIDs within an integrated sub-domain of the DOH website. The website strengthened the monitoring and surveillance capabilities of DOH and LGU health personnel for EIDs through the use of a cost-effective, secure, dynamic, and globally accessible database generated through web-based reporting.

Phase 2 of the Project involves 2nd round of training for other local government officials at the provincial/city/municipal levels not covered in the Phase 1 trainings. It starts March 2007 and will be completed on February 2008.

PRIMEX Role in the Project Implementation

PRIMEX provides technical (training, manual preparation, and website development) and project management assistance to DOH in the implementation of the Project activities. The major activities undertaken by the Consultant Team include the following: (i) revision and printing of 700 copies of standardized SARS (AI) training module for local core groups (already developed by WHO); (ii) conduct of Training of Trainors for facilitators and regional core teams; (iii) organization and conduct of nine batches of Regional DOH Training on EIDs – Training of LGUs on Surveillance of, and Response to, SARS, AI, and other EIDs for the 17 regions in the Philippines on Phase 1 and other round of trainings for other LGUs on Phase 2 (April 2007 to February 2008);  (iv) design of a user-friendly, textually/graphically driven home page and website; (v) webpage development and IT Training on the use of the EID website for selected DOH staff; (vi) editing/technical writing of selected manuals, training materials, procedural guidelines, and purchase of supplemental training materials; (vii) coordination with concerned officials, facilitation of arrangements for accommodation of participants and facilitators, transportation of facilitators and conduct of training activities and meetings, including documented feedback and evaluation for EID Surveillance Training of Provincial/City and Municipal Core Teams and Hospital Staff; (viii) preparation of an Evaluation Report on the Project Training Programs; and (ix) preparation and submission of Consultant’s Progress and Final reports (Phase 1) detailing status and accomplishments under the Project.
