Project Description

Supported by JBIC and implemented by DENR in Regions 11 and 12, the Project aimed to enhance the strategic integration of management in the coastal and watershed ecosystems to assure the sustainable development of the sustainable development of the Mt. Matutum Protected Landscape and Sarangani Bay Protected Seascape, Balasiao Watershed, and Malalag Bay. Its overall goal is to implement integrated environmental protection and management of critical ecosystems as imperative to sustainable development.

The Project was ecosystems-based and considered the watershed as the planning unit. It placed emphasis on the importance of co-management and partnership with the local government units (LGUs) and people’s organizations (POs) to sustain environmental management initiatives of the Project. With an integrated coastal zone management framework, the Project implemented watershed rehabilitation programs simultaneously with coastal resource management (CRM) strategies.

The Project interventions included the following: (i) integration of the management of coastal and watershed ecosystems in the Project sites; (ii) implementation of activities that would sustain resource and environmental management while allowing development in the area and the improvement of the quality of life of beneficiaries and stakeholders considering available resources; (iii) institutionalization of the use of the integrated management approach vis-à-vis the carrying capacity of the area; and (iv) development of capacity of LGUs and stakeholders in planning and sustainable management of natural resources and the environment.

PRIMEX Role in the Project Implementation

PRIMEX provided the services of a multidisciplinary team of specialists consisting of the following: (i) CRM Specialist/Deputy Team Leader; (ii) Community Development Specialist; (iii) Agroforestry Specialist/Silviculturist; (iv) Institution-building Specialist; and (v) Training Specialist. These specialists assisted the Project Management Office (PMO) in the day-to-day implementation of the Project, specifically in the following areas: (i) coastal resources management and coastal environmental management, including the formulation and implementation of an integrated CRM framework and guidelines for CRM implementation at the Project sites as well as the planning and initial operation of the Environmental Conservation and Protection Center (ECPC); (ii) community development, including the organization of beneficiary communities to participate in the implementation of community-based upland and coastal management interventions; (iii) agro-forestry  management, including the development of criteria for the selection of sites for the establishment of agroforestry initiatives and the formulation of guidelines for the implementation of agroforestry-based subprojects; and (iv) training and capacity building for DENR regional staff, PMO personnel, and LGU staff involved in Project implementation.
