Project Description

The Project Preparation Technical Assistance (PPTA) project will prepare an investment project proposal for the Baiyangdian Lake. The PPTA will determine the major environment (e.g. deteriorating water quality and shrinkage of the lake) and poverty-related problems; and provide environmental-friendly project proposals for addressing these major problems. The recommendations will be financially, economically, and socially viable that ensure sustainable rehabilitation and use of the Baiyangdian freshwater lake system, the largest in north China, through a combination of ecosystem-based water management system, environment protection projects, pilot-based alternative livelihood projects, and skills building.

The project proposal will ensure a link on environmental sustainability and poverty reduction. It will also look at the institutions and stakeholders involved and the institutional requirements of these project proposals on overall development of the surrounding region.

The project is expected to provide a clear assessment of the social, economic, financial, and environmental benefits and costs of the proposal and suggest the mechanisms for maximizing the societal benefits and reducing environment-related poverty. The TA will help the Baoding Municipal Government develop an investment proposal comprising investment, policy, and institutional measures that will address strategically the major pollution problems originating from upstream, midstream, and in-lake areas that comprise the Baiyangdian Lake catchment. The intervention measures will adopt an integrated ecosystem management approach. Specifically, the TA outputs leading to the design of the investment proposal that is suitable for ADB financing will include (i) sector and institutional assessments; (ii) an approved development plan for the Baiyangdian Lake catchment; (iii) a technical, environmental, economic, financial, and social appraisal of the subproject options and their attendant policy measures;  (iv) an institutional and capacity-building plan;  (v) a participatory gender plan and a sustainable livelihood plan; (vi) a comprehensive assessment of the biodiversity of the catchment, habitat management action plans and an environmental education and public awareness campaign plan; and  (vii) environmental impact assessments and management plans as well as resettlement plans.

PRIMEX Role in the Project Implementation

PRIMEX is providing the services of a Natural Resource Economist to assist the loan fact-finding mission with the review of the Draft Final Report (DFR) of the Project and undertake incremental cost analysis for the HGEF component of the Project. More specifically, accomplish the following tasks: (i) review of DFR with special attention to the economic and financial analysis, project costs and financing plan, and implementation arrangements, and determination of the veracity of the data and analysis including (a) review of the economic and financial analysis of all 22 subprojects and assessment of veracity of assumptions, methodology, data, and analysis; and identification of gaps, if any, and collection of missing data and information during the field trip to PRC to finalize these analyses; (b) development of a methodology to estimate the Project’s overall economic and financial analysis; (c) review of the project cost and financing plans in COSTAB, identification of gaps, if any, to finalize the same; (d) review of the project implementation arrangements with special attention to funds flow, project management office staff and their capacity, requisite project implementation support; and (e) preparation of draft appendix and relevant sections of the report and Recommendation of the President; (ii) assist the GEF Component Team leader in synergizing the loan investments with those of GEF; and (iii) undertake incremental cost analysis of the GEF component.
