Project Description
The short-term project aimed to undertake a policy study which served as reference for involving the private sector in contracting education services in the country. It sought to document existing practices and examine and formulate recommendations for expanding the existing Government Assistance to Students and Teachers in Private Education (GATSPE), possibilities for private management/supervision of public schools and expansion of the educational service contracting scheme for pre-school, elementary education as well as alternative learning systems.
The final output was a strategy paper highlighting policy objectives, elements of the strategy, policy directions and instruments, short-medium- and-long- term horizons and resource implications.
PRIMEX Role in the Project Implementation
PRIMEX has provided the services of the Financial Analyst and Research Assistant to undertake the following tasks:
- Review the Philippine experience in public-private partnerships in education focusing on private management of public schools and private sector construction of public schools.
- Undertake cost and financial analysis for various modes of public-private partnerships in education, including the collection of data required to perform these analyses.
- Interview government and private sector officials in connection with (i) and (ii) above.
- Participate in meetings, focused group discussions, and workshops pertinent to the project.
- Assist in overall data gathering for the project, with particular focus on the expansion of the Education Service Contracting Scheme (ESC) and private contracting for auxiliary services.
- Conduct internet-based research for the project.
- Assist in preparing tables and charts for the Report.
- Prepare notes on meetings, focused group discussions, and workshops conducted under the Project.
