Field verification and validation in Davao Oriental and Compostela conducted for World Bank’s Health Sector Reform Program

 
PRIMEX consultants for the Third Party Independent Verification of the Mindanao Component of the Health Sector Reform Program (HSRP) conducted initial field visits and training of field auditors in Davao, Zamboanga del Sur, and Compostela Valley in Mindanao last August. The European Union (EU) is funding the program, which is being implemented by the World Bank (WB) in support of the government’s health sector reform program.

The project will conduct field verification and validation of the accuracy of the reported performance and/or data of the participating local government units (LGUs) as to their deliverables in the service level agreements (SLAs) and their planned inputs into their annual operational plans (AOPs) and provincial or regional investment plans for health (IPHs).

The Consultant Team will also verify the procurement and financial management performance of the participating LGUs. Last 17-18 August, they went to Mati, Davao Oriental and Nabunturan, Compostela Valley, respectively, for initial data gathering. The visit was coordinated with the office of Governors Corazon Malanyaon (Davao Oriental) and Arturo Uy (Compostela Valley).

They also visited Zamboanga del Sur on 23 August and Zamboanga Sibugay on 24 August to meet their counterparts.

Dr. Florante Magboo, Team Leader and Public Health and M&E Specialist, together with Mr. Conrado V. Espinar, Financial Management Specialist, conducted two batches of trainings for the field auditors (FAs) and regional coordinators (RCs) in the two provinces. In Batch 1, seven FAs and two RCs attended the training in Davao on 15-16 August, while in Batch 2, six FAs and one RC attended the event in Zamboanga City on 25-26 August.
