WB-assisted project to set up one-stop-shop for all disaster-related programs in the Philippines

 
PRIMEX recently mobilized four national consultants in the implementation of the World Bank (WB)-funded Project Monitoring and Evaluation System for Disaster Risk Reduction and Management (PMESD) of the Office of Civil Defense (OCD). PRIMEX is the national partner of Synergy International Systems, Inc. (US) in this 15-month project, which will set up an information system that is aimed at promoting transparent monitoring and evaluation of disaster risk reduction and management (DRRM) in the Philippines.

The proposed system will be the Philippine Government’s one-stop-shop on all pre- and post disaster-related programs and projects carried out across the country. When completed, it will support the mandate of the National Disaster Risk Reduction and Management Council (NDRRMC) and its Office of Civil Defense (OCD) to:

  • Track all pre and post disaster-related programs and projects in an online, centralized, and transparent manner;
  • Enable online data collection, analysis, and reporting on pre and post disaster-related programs and projects undertaken by all stakeholders (national, regional and local governments, NGOs, development partners, etc.);
  • Prove real-time, comprehensive, and accurate information on the financial and physical implementation of pre and post disaster-related programs and project, including performance and results data; and
  • Enable gap analysis of pre and post disaster-related programs and projects against actual identified needs on the ground.

The project will be valuable at the national and local level because it will combine financial tracking and physical monitoring of DRRM initiatives. It is also intended to increase transparency and accountability by improving planning and coordination of government’s DRRM projects and programs.
