Former fisheries director named PRIMEX Vice-President

PRIMEX Senior Consultant, Mr. Guillermo L. Morales, has been appointed Vice-President effective on 4 January 2010.

Mr. Morales has two decades of experience in government service and in managing coastal resource management (CRM) projects in the Philippines and Indonesia. His 18 years of government service in the CRM and fisheries sectors culminated with his appointment as the youngest Director of the Philippine Bureau of Fisheries and Aquatic Resources (BFAR) in March 1992. During those years, he was Project Director of the ADB loan-funded Fisheries Sector Program from August 1989 – February 1992 and Project Manager of the ADB loan-funded Northern Palawan Fisheries Development Project from October 1983 – July 1989.

Since he joined PRIMEX as a consultant in 1999, Mr. Morales has managed several ADB-financed fisheries and CRM projects in the Philippines and Indonesia. He was Project Management Specialist/Team Leader for two ADB loan-funded projects in Indonesia (COREMAP-II, 2005–2011; COFISH, 1999–2005) and Institutional Development Specialist/Deputy Team Leader for the ADB/JBIC loan-funded Fisheries Resource Management Project (FRMP), from April 1999 to December 2006.

In between his intermittent inputs in COREMAP-II, Mr. Morales has been fielded by PRIMEX as short-term specialist to a number of foreign-assisted projects. He is currently Coastal and Marine Resource Management Specialist to ADB RETA-6446: Strengthening Sound Environmental Management in the BIMP-EAGA, and served as Program Coordinator/Team Leader of the ADB-funded Technical Assistance Team for the landmark World Ocean Conference (WOC) in in Manado, Indonesia last May 2009.
