PRIMEX wins first education project in Viet Nam

Ablaza negotiated and signed a contract with the Asian Development Bank (ADB) Viet Nam Resident Mission (VRM) for the Second Lower Secondary Education for the Most Disadvantaged Areas Project (TA 8207-VIE). Joining Ms. Ablaza at contract negotiations were Dr. Jerome F. Sison, PRIMEX Director and Corporate Treasurer; Dr. Thamrongsak Moenjak, nominated PRIMEX Team Leader; and Mr. Fidel Ventura, Regional Manager for Asia of the PM Group of Ireland, PRIMEX’s Associate in this project.

ADB’s chief negotiator was Mr. Amr Qari, Procurement Specialist based in VRM. Others present included Ms. Eizo Izawa, Senior Education Specialist, SEHS and Dr. Tran Van Thanh, LSEMDRP Project Manager, Ministry of Education and Training (MOET), the TA executing agency (EA).

The TA, which will run from 7 May 2013 to 7 May 2014, will prepare the design of the second phase of a second lower education project, which will target ethnic minorities and other vulnerable groups in remote areas in the northern mountains, central highlands, and typhoon-affected areas in the Mekong River Delta. Its main output will be an investment project suitable for ADB financing, which will consider Vietnam’s goals to improve the quality of lower secondary schools and develop a skilled and competitive work force.

The TA is PRIMEX’s first education project in Viet Nam and its first partnership with the PM Group. Ms. Ablaza, thus, welcomed the 12-month assignment as a solid addition to the company’s expanding portfolio, which now includes projects in the transport sector (airports and roads).

The PRIMEX consultants in this project will be led by Dr. Thamrongsak Moenjak, former senior ADB education and procurement specialist, and will be composed of the following international specialists: Dr. Jerome F. Sison, Education Economist and Finance Specialist; Ms. Marget Davis, Social Development and Gender Specialist; and Mr. Angelito N. Corpuz, Resettlement Specialist.

The PM Group will be fielding Mr. Barry Adler, another former senior ADB education specialist, as Education Facilities and Procurement Specialist, and Ms. Patt Flett, Education Materials and Equipment Specialist, as well as all the national consultants led by Dr. Nguyen Anh Dung, who will be the Education Quality Management Specialist and national Team Leader.
