Description: IMPACT aims to align with the goals of both the USAID results framework and the Philippine Plan of Action to Control Tuberculosis (PhilPACT), 2010-2016, namely: (i) reducing TB prevalence from 520/100,000 in 2010 to 375/100,000 in 2017; (ii) increasing TB cure rate from 83% in 2010 to 90% in 2017; and (iii) increasing TB detection rate for all forms from 73% in 2011 to 85% in 2017. To attain these goals, IMPACT is implementing five major project components, all of which are aligned with the PhilPACT strategies.  The components also rely heavily on previous experiences from the past five years of the USAID TB LINC Project. Component 1 aims to increase demand for TB services by mobilizing communities and health providers to become access points for TB information. Component 2 aims to scale up quality DOTS services by increasing service delivery points, focusing on vulnerable populations and ensuring quality drugs supply. Component 3 focuses on enhancing drug-resistant TB services through improved program management and regulation, utilization of modern technology to enhance patient compliance, and use of rapid diagnostic tools. Component 4 addresses health human resource needs of the program and  capacitates the national, regional, and local governments to provide technical assistance to local TB staff through the adoption of alternative and innovative modes of instruction. Component 5 aims to improve adoption of, and compliance with, national TB policies and guidelines as a means to increase financing and improve local governance of the program. The Philippine Health Insurance Corporation (PhilHealth) is central to Component 5 interventions but other policies, including those in the pipeline, will be studied and developed.
